LUU should update the campaign rules

What do you want/Why do you want it?
I want the Union to update their Bye-Laws regarding Campaigning, specifically Bye-Law 8. This was a key recommendation from the Leadership Race report last year, and the year before, and will help make campaigning more accessible and easier to understand for candidates in all of our Union elections.
There are also several inconsistencies currently in the Bye-Laws, and Bye-Law 8 as an example refers to the ‘Campaigns & Democracy Support Office’ which no longer exists. The rules also contain no reference to candidate endorsements, a common and accepted practice during elections.

November 2018: The Bye-Law changes now need to be approved by LUU's Board of Trustees, and will be available on LUU's Governance pages once done.
